I am currently deciding between 2 different PC Systems that I could go with, however, I am not really sure on which choice would be the better decision. I had previously ordered a PC back in May, however, it has not shipped yet which means I am able to ask for a refund before it does.

This was the original system that I had built:

Currently, on BestBuy, I have found a PC that has very similar specs to what I had ordered, only costing about $30 more. This is the PC on BestBuy:

There are some compromises that I have learned with the PC with best, as it uses a B450 motherboard(which doesn't really bother me) and that it only comes with 3000mhz of ram instead of the 3600mhz Ram I was going to install into my PC that I had built. One huge downside though was that I heard it came with a Apevia PSU which I have heard aren't one of the greatest PSU brands out there.

Would you recommend canceling my order and going for the one on BestBuy, or just sticking to what I had pieced together?

3000MHz RAM is a huge no. CyberPower should know better to pair that with Ryzen. The only reason to get this would be if you can't get the 3070 any other way, but the RAM and PSU have to go.

The case sucks too, BTW, but that's probably the same on both builds. Your temps are going to suck with that thing, though.

Why OEM Windows?

Because they're both OEM builds. Hard to tell from the image, I know, but the first build is through CyberPower.

I do plan on adding 3 more fans onto the case as I have heard that the case has very bad airflow with what it comes with. Do you think adding the 3 extra fans would help out a lot in regards to thermals?

Oh, you're not custom building the first one? I thought this was "<custom pc> vs <prebuilt>"

The first PC was built using CyberPower PC's wbesite. The custom built pc is one that will be built by CyberPower using the components of my choice.
