Mouse Movement Cuses FPS drop

So recently whenever i move my mouse (Razer Naga Trinity) it causes an FPS drop on literally everything. When i move windows around its no fluid but laggy. When I play valorant or apex and i move my mouse my fps drops.

I've tried lowering my polling rate but that docent seem to work. If I restart my PC the problem gets fixed but when i turn it on the problem comes back every like 5 times. Can't seem to figure out why that's happening:/

 

Specs:

i5 9600k

Rtx 2070
