Pc black screen with cursor problem

So I just got my pc upgraded recently from Pc specialist and got it back and when I booted it up it was initially fine. However it would not allow me to setup a second monitor and also it did not let me download drivers for my new graphics card (Rx 6800xt). Whenever I would try to download the Radeon software it would restart the pc and when it loaded up it would have a black screen(which I believe is the login screen) however I could still see my cursor and was able to blindly login and then it loaded me on my Home Screen and the dual screen setup was suddenly working however all my desktop icons had either disappeared on my first attempt or on the second try some random game icons appeared. I was able to use the taskbar but not open any apps like task manager or any other apps. At this point I tried restarting but that gave the black screen again with the cursor. I then loaded a previous save of windows and it was fine mostly again however it did not let me play some games due to lack of drivers and did not let me open google chrome. I can still access the bios when I load up.

 

Any help on this would be great as I have waited ages to play some games on this pc.
