Help with screen flickering

I have two monitors: an ASUS VP249QGR 144 Hz monitor, and an hp 23es 60 Hz monitor. The ASUS monitor is my main monitor. Previously I have had no issues with either monitor. Ever since I got a new GPU, the ASUS monitor will flicker for a millisecond sometimes.

I don’t think that it has ever flickered while gaming, only while I am doing things like browsing websites on Google Chrome. Usually I will have Youtube on my other monitor while I am doing other things on my ASUS monitor. Clicking on something on my hp monitor and then on my ASUS monitor sometimes triggers it. Scrolling sometimes triggers it. When I am editing a video in Adobe Premiere, the video preview will flicker as well, but not my entire screen.

I had OBS open while this was happening in premiere, and the flickering doesn’t show up on the display capture at all. Sometimes I will get lots of flickers at once when I am scrolling down a webpage, and I just opened up OBS and my monitor started flickering like crazy:

I am also getting bad screen tearing while playing games like Overwatch and Apex Legends. None of the in-game settings help. Changing my refresh rate to 120 Hz seems to fix the flickering afaik.

Please help me, this has been driving me crazy

Things that I have done:
Turned on/off GSYNC
Updated BIOS
Updated GPU driver, uninstalled and reinstalled GPU driver

Uninstalled and reinstalled monitor driver
Gotten a new Displayport cable
Taken the GPU out and reinstalled it twice

Looked through pages of google search results so I don't remember every single thing I've done

Power management mode: Prefer maximum performance, Vertical sync: On

Build:

CPU: Ryzen 7 3800X

Cooler: Vetroo V5 Cooler

Mobo: ASUS STRIX B350-F Gaming ATX

RAM: Corsair Vengeance LPX 16GB DDR4 3000 MHz (2x 8GB)

Storage: Seagate FireCuda 2TB Hybrid Hard Drive
