GPU and Capture card

No, you don't need a capture card for video recording. As for dual monitors, just use a different port on your GPU for each one and you'll be fine.

Does it matter what other specs it has for it to be able to record? My current computer doesn't record very well. It was only $350 so I'm not sure if that's the reason.

Yes, that system will do just fine especially if you use nvenc encoding on your GPU. But I would consider making a new thread here and having people check it over as there might be some other improvements to be made.
