4770k+adaptive vcore c-state

I got my 4770l dialed in with a decent OC of 4.4 @ 1.21 in the bios. Switched it over to adaptive, punched in 1.21 and everything in CPUz and Asus prob III reads the same. Great. Problem is, it doens't look like speed step or c states are working right. My CPU will only throttle down if I am literally doing nothing. If I have chrome instances open and just let it sit there for a while, it holds my 4.4 @ 1.21 vcore indefinitely even though CPU is at very low load (apparently doing a lot of nothing takes 3-6% CPU usage... maybe time to reformat soon)

 

Anyways, I went in the BIOS of my ASUS Gryphon and changed the auto settings for the intel c-states to enabled and made sure speed stepping is on as well. When I just hit the OS after a fresh boot it seems to underclock just fine, although I admit it jumps around pretty fast anywhere from 800-4400 mhz very quickly. Is there some settings I am missing possibly? In windows I have the min processor state set to 5% which should alow for c states to work as far as I know.
