Lag in the screen

I recently changed over to a new computer and this graphic lag started happening is there any way I can fix this issue it's really annoying. I tried everything in the Nvidia control panel but alas I can figure it out

I do I have the brand new drivers for both CPU and GPU it is also on a 60 HZ tv I had no problems with the other gaming computer but when I got this one it started happening.
