Microstuttering randomly started to happen in games, please help

Hello!

 

I've recently started to have some issues within games and it's starting to drive me insane. It almost doesn't matter what game I play, it will still result in some sort of microstutter. Fortnite, Dead by Daylight, Biomutant, Assassins Creed:Valhalla, RE:Village, the list goes on. 

 

PC: Specs

 

GPU: 2070 super

CPU: 9900k

Mobo: MSI MEG Z390 ACE (Bios Version 7B12v1A 2020/10/16)

RAM: 32GB 3200 MHz (XMP turned on)

PSU: Corsair RMX Series (RM750x)

M.2: 970 EVO 1TB

Windows 10 Home Edition latest version/update.

 

The things that I've tried thus far include > Updating my bios and reformatting my hard drive. I'd say those are on the more extreme side of fixes, so I'm not sure if this is a hardware issue or what, but I'd be leaning more toward that even though I haven't really done any testing. I'm willing to do any testing that you guys would need to come up with a conclusion.
