Yes you are hitting bottlenecks.

Because every single computer on the planet has bottlenecks.  It's literally impossible to not have one, or more, bottlenecks on a computer.

So the AMD RADEON RX570 is superior to the 750 by far. I think you misread the card for a GTX570.
