Hi guys! New to the forum as well as a first time PC builder. Laptop of 4 years just gave out on its last leg and now am in need of a new computer. Realize now is a horrible time to buy but regardless of gpu price hikes I am still in need of one. 
Budget: $2000 Usd

Country: US

Games, programs or workloads that it will be used for: Photo/video/graphics editing as well as light gaming ie: Apex, League, Dark souls.

Other details: Single monitor set up for now but do plan to add another one later on.

For the cooler, either the Dark Rock Pro 4 (selected) or Noctua NH-D15 CHROMAX.BLACK will do great, just pick whichever one is cheaper in your local region.

 

For a GPU, a 3080 would be preferred if you can get one. (Good luck with that)

 

For a case/chassis get one with good airflow, This video is a pretty good roundup.

Mainly CPU I’m assuming, I use after effects, photoshop/illustrator, and protools and dabble in MAYA modeling so I would assume it would be pretty RAM intensive as well.

I'm going to recommend a pre-built, which sucks, but is almost certainly cheaper right now. Here's the best thing I could come up with using iBuyPower's configurator:

I chose the R7 3800X because it was similar in price to the 5600X, oddly cheaper than the 3700X, and has 8 cores. I put in 2x16GB RAM because 32GB is recommended for Adobe and that leaves room to later upgrade to 64GB. I went with the B550-PLUS because it has 6 USB3 Ports, 3 M.2 Slots, and 6 SATA ports, so you'll be able to connect plenty of storage. For the storage, there's the WD Black SN750, which is a solid drive that they're offering fairly cheaply right now, along with a free 2TB HDD for storage. The 800W PSU was a free upgrade from 700W, and that leaves you plenty of headroom to put in a 3080 down the road when things get better.

 

Sadly, the GPU ends up being a 2060 because it doesn't require an additional 4 weeks of lead time, and you need a computer now (which is why you aren't waiting for things to settle down.) Paying over $1800 for a system with a 2060 isn't great, but the other components should be pretty solid, and the 2060 should hold up well in the games you play and applications you use until you can get something better.

That PSU is probably crap. Value is also quite bad.

All PCs are bad value right now. At least, as far as I can tell. If you have a better suggestion for a $2000 PC you can buy or build right now, I'm sure the OP would appreciate it.
