This may not be an issue, but I need some reassurance due to the current state of the market and thousand dollars for a replacement. But I noticed whenever I go away from my pc and my monitors turn off my GPU also turns off.

First noticed when I turned on my PC, went to grab some food, and when I came back I saw through my glass that my GPU lights aren't on, after moving the mouse a bit it turned back on.

Again this may not be an issue, this may be normal but I'm still a bit worried my GPU may be dying.

No overclocking.

Do the fans also turn off?

 

This is normal power saving behaviour and fan of states exist to prevent fan wear and dust collection when the card is cooled enough passively.

 

This is intended behaviour and yours seems to just go a step further and turns to lights off.

GPU fans only turn on when gaming, 

Temperatures are normal, good airfllow.

Keep my Pc clean and dust it off every month or so.
