Poweredge 1950 not posting

So I got my hands on a poweredge, but it won't boot.

 

When I plug it in, fans ramp up, lights turn on, the lcd on the front is orange and there are 5 rectangles displayed, nothing else happens and nothing is output to the monitor connected to VGA, no output even from the bios. note that there are no drives in the system.

 

What do I do?
