pc won't boot

i recently upgraded my cpu and motherboard but every time I try to boot my computer, it turns on and off rapidly. i have reason to believe it is a cpu issue because the motherboard I got, the ASRock Z490M Pro4 worked with a previous cpu. The cpu I got is the Intel core i5-10600KF and after checking on pcpartpicker, all of the parts of pc are compatible and I have enough wattage to handle the parts. if anyone knows why my computer won't boot, please let me know.
