not posting

I just bought an old pc that I wanted to turn into an linux server to store data and it isn't posting the there was a heat sink problem that I fixed and now it is stuck in System is in standby mode. here is the tower information  https://support.hpe.com/hpesc/public/docDisplay?docId=c01925665#N1001D there is no hard drive in it only an usb stick with linux Ubuntu on it
