SimCity 4 Rushour has started blinking

Built a new system two weeks, one of the first steam games I put on the hard drive was SimCity 4 Rushour - it ran fine and like normal. Today for some odd reason when I start the game up the intro screen and the whole game will just start blinking in and out - I guess like it's having a seizusure.   Just reinstalled my retail copy started that up once it ran fine, turned the monitor resolution to 1600 x 1200 and restarted the game and it started having the same issue steam had, turned the resolution down one - reran it again and it seemed to be fine. Tried the same on steam on I can only seem to play (or even load up fine) on one of the lower of the two resolutions.

 

My monitor supports 1680x1050 and is connected to my GPU (7970) by DVI.    I KNOW I've able to run at the max game resolution without issue EVER on this monitor - regardless of the system - Laptop (acer Aspire one), Slimline (HP Pavilion s7700n) and now for a while this (when I first "re"installed SC4.

 

 

It seems it's my GPU.
