Right. Without being at my PC I can’t remember what exactly is says but there will be a lower consumption mode in the drop down. This will make the memory run at really low speeds when unloaded and ramp up when required. 
 

But the memory running at that speed doesn’t matter anyway. It’s the same as changing your DRAM speed from 2133mHz (stock) to 3200mHz (advertised speed) - ie will do no harm.

I have mine set to prefer max perf. any usage e.g. chrome being open and gpu will go up to base clock (vram too)

only time i see 2d clocks on gpu is when idle with no programs open
