So I had a gtx 980 ti MSI gaming edition and it stopped working

So I bought a new CPU and motherboard and was setting my pc up installing my games and stuff, everything went smoothly but when I tried loading up gta 5 (the first game I test) within seconds of the game showing action my computer completely crashed ( not crashed like the pc shut off, but the display just when off, only my monitor backlight was on ) and my sound speakers started buzzing and so I proceed shutting down the pc with a press on the power switch as I didn't know what I was supposed to do nothing was working and I have no display and the speakers were buzzing. After this the card never worked, at first I thought it was a faulty CPU or motherboard but after RMAing them ,it turned out they were in perfect condition. Also before this happen I actually changed the thermal paste of the GPU (I use 99% isopropyl alcohol and cotton swabs) and everything worked fine before I loaded up gta which was the first game I tested since replacing the thermal paste and using the new CPU and motherboard.

When turning on the pc , my case fans spins, CPU cooler fan spins and the GPU fan spins and GPU lights turns on but after awhile the case/cooler fan will ram up and down before the GPU lights goes off and my monitor turning on showing "no signal" , after awhile the GPU lights turn back on and nothing else happens, the pc will just be on but no display.

Things I've tried

- RMAing the motherboard and CPU

- Trying out different ram slots/ only putting one in at a time

- cleaning the GPU again, reapplying thermal paste, cleaning the pics connector

- disconnect all drives leaving only an empty hard drive with no OS hoping that maybe it's a driver/software issues and maybe I can get to bios, didn't work

- trying different power ports on the power supply

- using different power cables

- trying all display outputs(hdmi, DP)

So far nothing works the issue is still there my GPU won't work and gives no output, please help if you can I would really appreciate it , thank you guys so much
