I am wanting to move to a private and secure messaging app. I have been looking into both Signal and Briar; however, there are a couple of annoyances with both. The lack of IOS support for Briar is problematic because, while my gf and I both use android devices, most of my family uses apple devices. Therefore I would have to rely on on another app for messaging them.  Also, Briar lacks the ability to send photos. Signal addresses these downsides, but I strongly dislike that it isn't federated like Briar. Which would you guys recommend using, or are there other alternatives that I should check out?

I wasn't super impressed when I looked into it a while ago. It didn't use E2EE for normal messages, only secret chats. Also, it uses its own encryption protocol which seems a little bit shaky to me given the criticisms I have seen of it. I'd be open to looking into it again if it has changed.
