I would go with this, it will run MC fine and apex you'd have to turn down the settings.

Leaving 100$ + time to save up for a gpu when the shortage is over

Neo air silent isn't great, the cougar mx-330g air when it's not at an inflated price is $50 (Mb$40) and comes with three fans. 
The aresgame AGV is an absolute piece of junk, it's missing several key protections and the componentry inside most likely is quite... unsavory. Swap it out for a corsair CX, a 550w should do. 

 

actually, after reading that entire list again, There's like no component there I recommend for the budget (Maybe the 11400? But what use would they have for that? Honestly an 10400 or 10100 would be better). Just... don't recommend that.

by the way OP, If you do decide to go with this, install the NVME on the bottom slot of the motherboard.

Thought this might be coming. If you're basing your recommendation on your own limited personal experience, I'm sorry, but no. Just because it has worked out for you doesn't mean that It'll work out for everybody, or just in general. Aresgame seems to claim to be an OEM but I can't find any brands they oem for, there's a distinct lack of reviews on the internet (several on youtube, nothing out of more offical outlets), except for on Amazon, how convenient. Their website has several grammatical errors and is extremely undetailed, the list goes on. 

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

I have no idea, what I'm saying only applies to this one. Check out the other post I made above, and their website: Aresgame
There's grammatical errors there, they don't provide any proof that their supplies have certified protections (OVP/UVP/OPP/SCP/OCP/OTP), basically all of their claims are totally unproven. It's also an group regulated psu so the voltage regulation is going to be poor-obviously something that you really don't want- among other things. The user manual is obscure, but I found it after a bit. It's all Grammatical errors, and tacky taglines. It uses unnecessary buzzwords,, and provides little to no more detail than the website. 
 

Also, the reviews I did find were extremely tacky, this for example: ARESGAME power Supply 500W 80+ BRONZE Certified PSU Review! - YouTube
The reviewer glosses over any actual tests (testing the power protections or the claims it makes, such as the efficiency), makes sure to reiterate why it's so great (Literally he mentions that It has black cables several times, mentions that it's sleeved several times, mentions that "it's a better value that ____ several times" It's just really repetitive, he doesn't provide any actual data, the only thing he tested was if the power supply would die or do anything wonky- once, under unknown conditions with unknown components for an unknown amount of time, performing unknown tasks- you get the idea, as well as if it got hot to the touch after performing the previously mentioned tests.
