Games, programs or workloads that it will be used for: it will be used for hosting gaming servers for games like but not limited to. Minecraft , satisfactory when it comes out. Space engineering. Modded Minecraft. Discord bot just general commands and no music and stuff.

Other details will be having one or 2 servers running at all time will be running Linux I think. But I some server only run on windows so might stick with that.

If you don't need a GPU, a used business class system can get you a lot on the super cheap.

 

Ex:  Search ebay for HP Elitedesk 7700 (or HP Elitedesk 8700, but they're pricier)

 

You can get an i7 7700 desktop for under 400$ US, so easily within your budget.  Tweak RAM as needed, SSD Swap, if you want, and you've got a damned solid box to run a server.
