Low GPU Usage in certain games

I've got a ryzen 5 3600, an RTX 2080,16 gb of 2x8 ram, an MSI b450 A PRO max mobo and I've been noticing low power consumption (around 46 to 140 watts) on my gpu and lower usage in games such as Apex legends and Minecraft, however if I do run red dead redemption 2 I get 99% gpu usage, around 25% - 50% usage at 250 watts. This issue especially in Apex has been causing frame drops and 50% gpu usage, any idea on what I can do?

what setting do you play apex at? low gpu usage indicates that you are running low settings. that means more work to the cpu and less to the gpu.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.
