Thermal paste on CPU

Just got an i5 10400 and when I looked 8 saw that the thermal paste that it had it looked  like it had a bit of a dust, I thought that it may have contacted with the cardboard, should I put it as it is or I change thermal paste and if I have to change it how do I clean the original one? I uploaded a photo of it too.
