So my current build consists of:
5600x with AIO,
FE 3090,
32gb 3600mhz g skill rgb,
2 fans,
1 m.2,
1 sata ssd,
1 hdd,
750W EVGA Platinum psu

I recently started considering getting a 5800x or 5900x but i had 2 things in mind.

Which of the two will have a better performance increase for the buck and will they be able to work with my 3090 under a 750w evga platinum psu. I dont plan on overclocking, just stock.

Id appreciate any thoughts on it. Thank you

For gaming there prolly wont be a huge difference between the 5800x/5900x, with the 5900x winning in some cases. Honestly, you could even slightly oc/tune the 5600x and get the same performance. The 5800x has a 105w tdp, and the 3090 fe has a 350w tdp so You'd prolly be fine without overclocking, especially considering the cost of higher wattage psu units. Just my thoughts, a psu upgrade wouldn't be a bad idea tho.

Ur right about the psu upgrade, ill definitely look into that soon. At the moment u think a 5800x or 5900x upgrade is worth it with my current build?

IMO upgrading from a 5600X is not worth it at this time if your build is for gaming. Unless you are running at an unrealistically low resolution like 1080p, there will be essentially no difference between the 5600X and the higher-end CPUs, and even at 1080p the difference will be pretty marginal.

If you are concerned about future games needing more than 6 cores to have a good experience, just wait until that sort of thing actually becomes common, and then pick up a 5900X/5950X secondhand for a fraction of the price you would pay now.

If you are doing some kind of work that will actually take advantage of the extra cores, go for a 5900X/5950X.

"TV Gaming" PC: Ryzen 5 5600 :: 32GB DDR4-3200 :: RTX 2070 Super :: 500GB PCIe 3.0 SSD :: 1.5TB of SATA SSDs :: Windows 11

"Desk Gaming" PC: i5-4690K :: 16GB DDR3-1600 :: RX 560D 4GB :: 500GB SATA SSD :: Linux Mint 22

Office PC: Dell Pro 14 :: Ultra 7 268V :: 32GB DDR5-8533 :: 512GB PCIe 4.0 NVMe :: 6TB HDD :: Windows 11

Laptop: Dell Latitude 15.6" :: i5-4200U :: 8GB DDR3-1600 :: 500GB SATA SSD :: Linux Mint 22

Primary NAS: i5-7500 :: 16GB DDR4-2133 :: 250GB SSD :: 8TB HDD :: TrueNAS Scale 24.10

Web Server/Backup NAS: Raspberry Pi 4 Model B :: 2GB RAM :: 64GB microSD card :: 8TB HDD :: Raspberry Pi OS

Other tech stuff: iPad Pro M4 13" :: Samsung Galaxy A15 4GB :: 2022 Kindle Fire HD 7 :: PS4 Slim w/ 1TB SSD :: OG Nintendo Switch

I wouldn't upgrade - but if it were me I would have got the 5800x/5900x if I knew I was going to be pairing it with a 3090 at the start instead of the 5600x.

Really depends on what you want to do with your rig. Gaming wise a 5600x/5800x would be fine, and if you want to do like video editing or something a 5800x/5900x would be optimal. Also keep in mind finding a 5900x is pretty difficult, so maybe a 5800x would suit your build better.
