I've been researching parts for a build running Windows 8.1 and I'm wondering if anyone here has experience running Broadwell-E on Windows 8.1 or Windows 7.

Intel's Product Compatibility Tool (Intel® Product Compatibility Tool) is useless because it skips over 68xx/69xx non-mobile CPUs.

I ask this because Microsoft purposefully disabled Windows update from running on Kaby Lake and newer CPUs on systems running 8.1 and 7 as well as almost dropping support for Sky lake in 2017 (till they rolled back those plans).

Given that Broadwell-E is technically a generation newer than Sky lake, I'm skeptical that it's supported despite having a 6xxx series name.

I would just go with a 5960x but I'd like the uplift in IPC that a 6900k or a 6950x would give.
