Low fps in Apex Legends but low GPU/CPU use

Title says it all. I get 144 fps usually, then when I move into an open area the framerate drops, sometimes in excess of ~30 fps. Wobbly frametimes, too. Meanwhile, GPU utilization stubbornly sits at 60% or lower. CPU usage rarely goes above 40%. Why? How can I fix this? Please tell me I didn't buy this 144 hertz monitor for nothing. T-T

Adjust game settings, the game usually is somewhat capped in terms of max fps. That being said, make sure the game is running off the SSD. Also set your memory to the right speed. Currently your memory is running below base spec.

I have it set to 2666 because it was unstable at 3200 and 3000 mhz, but maybe the oc was sloppy. The game is running off a hard disk. Why do I need to move it to my ssd? Game settings are all set to lowest with a vram budget of 3gb. Fps is capped at 144.
