Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): also the budget has to include a monitor and a mouse

a DIY build for that budget with a monitor isn't going to happen lol. I would suggest picking up something like a used OptiPlex and buying a monitor on top of that, or save up a bit more to make a build work.

Depending on prices and availablility in your country, you could probably build this PC for about or just over $300. Best bet would be to look on eBay for most of this stuff

DQ67SW Motherboard

4GB RAM

Ace 750w PSU

Nvidia GT 710

120GB/128GB SSD

For Case, just find the cheapest ATX Case you can find

You can probably pick up a keyboard and mouse for about $15, same with the headsets

I think you can get a 22" Monitor for about $50

Not sure on availablity in your country but if you wanted to build the PC yourself this is something you could do. It would probably be more viable to buy something like a Dell 7010 and put a GT710 Graphics card in there. I hope this helps put you on the right track ^_^
