Clock speed does lower when not in game to save power. Power limit can be adjusted, but by default it will stay at 100 and stay there without moving. Memory clock being at 0 is a bit weirder, as it should be low when not in game, but I don't believe at 0. It should go up to (depending on GPU) of about 5000-8000MHz.
