No Signal Detected

Bought and built a new PC, have not yet installed windows on it. I had a flash drive I'm it, but did not see it installing. I turned it off and unplugged it (Turns out my cord was screwed). Now, I have a new cord and tried it again, but now at this point my monitor does not detect a signal so I'm unable to install windows. My monitor works as it works with other PCs, my cord works, I've reslotted my video card which is brand new and honestly the computer hasn't been touched since the first attempt at installing the software so I don't see it just randomly failing. What else can I attempt to try?
