Bluetooth Issues

I have an HP Pavilion All-in-one 24-b010. Wi-Fi Card is an Intel 9260. About 5 months ago the Bluetooth stopped working on it a couple of days after I had Accidently changed the Ownership of the System32 Folder from Trusted Installer to An Administrative user (It was reset back to Trusted Installer after a windows update). I've reinstalled the drivers and reseated the card aswell but to no avail  Bluetooth just stopped working. Could it have been a file in the System32 folder that caused this?
