Can't find the problem

I have an issue with my pc. Whenever I start a game, I start by dropping frames, or getting hiccups. Dropping to around 2-15 fps, and stays like that for a couple of minutes
I've tried almost everything, driver reinstall, gone through settings, scanned for viruses, reinstalled games on different drives, and more.
I can't find the problem, and its pissing me off, so if anyone can help, I would appreciate it so much!

Is this a new problem? Or a new build that has never worked?

You said your framerate drops to super low for a few minutes, but does it recover after that?

Also specs of your machine would help.

Have had it for a while, and it recovers, but my pc is underperforming I think anyways
R7 3700x, RTX 2080s, 16GB 3200mhz, Asus X570-f, TX850M, Dark base 700, and quite a bit of storage
