(solved) Windows stuck while already opened programs still run.

What I mean by windows stuck is icons wont load, task bar wont load, task manager wont load, etc. I can pretty much only switch between desktop and programs using ctrl+alt+tab. Chrome and word documents that were already open, still work just fine although functions like sharing files that require file explorer wont work, and word crashed when I tried to open an old document through the program itself.

Im hessitant to restart the pc since maybe it wont boot, and at least while its on I can send important documents through gmail and such.

Could this be ransomware? If so, is there anything I could really do?

This isnt my computer, but I know its running avast premium and the owner hasnt been in any wierd sites.

The laptop is an Asus VivoBook F412D, with all the latest windows 10 updates.

Edit- Restart solved the problem, it was just some windows process that got stuck (Synchronize language settings).
