What web page are you trying to use, are you sure you are entering the IMEI number and not a different number, and what part of the process do you get the “network difficulties” message at? I just tried entering my IMEI number in their unlock page and was able to get to Step 2/3, entering information like name and email, so far everything looks like it’s working.
Edit: It isn’t the first choice with COVID and all, but if you have an AT&T store near you the staff their can unlock it for you, as long as you have met all the requirements.
