PC will not boot with GPU installed!

Currently building an AMD built with a Asus1070 DUAL-GTX1070-O8G graphics card. PC will not boot with the card, but will do so with an old GTX 460. I guess my power supply is too weak (450 Watt)? I know there is power on the card because of the white LED next to the connectors. Here is the full build:

yeah 450 is WAY too low for a 1070. i would reccommend a 600-750w for futureproofing or at LEAST a 550w
