PC underperforming in games

After doing some tests with the MSI Afterburner, it seemed to me that my PC was underperforming. My parts are as follows:

CPU: Ryzen 5 2400g

GPU:  Gigabyte Geforce RTX 2060 Windforce OC

RAM: Corsair Vengeance LPX 16GB 3000mhz

 

One game I tested was GTA V. I had most settings set to high, yet it showed that both my CPU and GPU were running at only 50%, and I was averaging about 50FPS. My monitor is capable of displaying 75FPS max, but I've only seen the game reach this in the tunnel located by the sawmill. How can I get my parts to go about 50% usage, and get my FPS to 75?

Mobo: Gigabyte B450 Aorus Elite V2

GPU: XFX Radeon RX 6800 SWFT 319

RAM: Corsair Vengeance RGB PRO (4x8 3200MHz)

Storage: Patriot P300 128GB, XPG SPECTRIX S40G 1TB, WD HDD 1TB

Cooler: Corsair iCUE H150i RGB ELITE

PSU: Corsair RMx 750W 80 Plus Gold

Case: Corsair 4000D

 

Monitor: AOC Q27G2S

Keyboard: Corsair K95 RGB PLATINUM

Mouse: Roccat Burst Pro

Headphones: Roccat ELO 7.1 USB

Microphone: Roccat Torch

Gta5 isn't really a solid benchmark for a machine. I also have limited usage along with lower frame rates due to the game itself and not really the hardware. Where as cyberpunk 2077 will actually max out certain components and use "all of the machine" so to speak.

Okay, I did some more benchmarks, and it seems its something to do with GTA. Sniper Elite 4 ran at the 75FPS, and used 90% of the GPU. Battlefront 2 also averaged between 65-75FPS while using 90% of the GPU. Only other problem I found was when benchmarking Mirrors Edge: Catalysts, which used only around 60% of the GPU, while running in the 50-60 frames, as well as having stutter every so often.

Yeah every game isn't really perfect of efficient with every type of component.

Best way to bench your system is just plain old comparisons with similar hard and the same bench tests with some % given up to margin of error.
