CPU Temps Spike when opening programs, is this normal?

I just recently installed an aio for my 5600x (33C idle compared to 61C on stock, much better) however I've just noticed that whenever I open a program the temperatures instantly spike to 47-53C for a second and then go back down. Is this normal? I assume this is probably because opening a program requires the CPU to make many connections to drivers, storage, etc, but I wasn't sure so I'm asking here. Help is appreciated!
