PC Won't Boot

My friend is building a PC using parts from another friend. Everything is connected but when you press power the motherboard lights up in the top left in red but nothing actually starts. It don't think it's the debug light so no idea what's the issue. The BIOS should be fine as it was updated and working with the 3600x on the other PC. Please help.
