Your max boost frequency is just short-time spike for single core. Your CPU will never run at 4.5GHz longer than few seconds, and never on all cores.
Consider that you have notebook, which by design gets very hot with heavy usage and CPU has to keep clock lower to prevent damage.

 

There is no fix for this, it is designed to behave like that. You can help it by keeping your fan and cooler clean for the best airflow. Maybe you can use some cooling pad for ntb, but these have results varying from 0 to -10 degrees, depending on which ntb and which cooler. Also, you can do something stupid and create custom watercooling loop for it, bat that is not very user-friendly solution.

see these benchmarks its clearly saying my turbo is 3.45 GHz i saw other benchmarks of same build they getting 4.5GHz also previously it  was rated under battleship classification and its gaming score was 72% now its gaming score is just 56%
