Touchscreen scrolling W10.

Anyone know how to disable the scrolling of a chrome window when you drag your finger across the screen? I couldn't find anything in any of the setting and it seemed that no one else on the "general internet" had this problem.
For those that don't understand, when playing (as example) a flash game on Notdoppler or Ninjakiwi, and you need to move something in the game while in tablet mode, but then the whole screen tab moves rather than just the thing you were selecting in the game.
Anyone know how to stop this? Because it gets REALLY annoying when playing games.
