Purchasing a Graphics Card

Nope, $240 is how much a 1660 Super is supposed to cost. It's just that the GPU market is completely upside-down right now because of supply issues, COVID, etc. 

I'm building a new PC and I want to buy a GTX 1660 Super.  I found it on NewEgg for $240 but it's out of stock.  Every other place I look, the GTX 1660 Super is over $400.  Was the $240 just a limited time offer?
