About a year ago I upgraded my pre-built Inspiron 620 desktop PC (Intel Core i5-4460) a bit by getting a new graphics card (Radeon RX 570) and the appropriate power supply (Corsair CX650M). It was running fantastically, I could finally play Red Dead Redemption 2 on high graphics without any crashes or problems whatsoever. Recently it has had a bit of trouble, though. My PC just can't run games the way it used to, and I've tried to figure out what's wrong, but I simply can't. I've scanned for malware, gotten the PC checked by a technician, re-downloaded drivers, cleaned the fans, checked core temps., etc. Nothing works. I have no idea what's wrong, any help would be appreciated.

Here are a few tips i can think off right now:

1. Check your power settings and set it to the performance preset;

2. Did you by chance messed with wattman ? And when you reinstalled drivers for the RX 570 did you use DDU to reinstall them ?

3. It might be a failing HDD, check to see your HDD health and speed, you can use Crystal Disk or HDD Tune;

4. Your windows 10 install might have screwed over with the latest feature updates (this happened to me so much since the creator's update that i went and gone back to windows 7, to be honest i had enough with their crap and i'm looking into alternatives at this point). A reinstall might fix your current predicament, unless your luck ran out and its actually a conflict with one of their provided drivers. I looked up your PC and saw that pretty much most of the drivers are meant for windows 7, so other then the GPU your stuck with what windows 10 offers. Most of the time with such issues its just windows getting messed up with the feature update but rarely with a featured update, it can screw up how well a previous driver worked... Hopefully that is not the case here, as this has no other fix then a "downgrade" to either a previous build of windows 10 or other OS alternatives.
