Saturated Motion Blur

This is my very first forum post ever. I have much to learn. Please forgive me. That being said, I hope I'm following the rules and asking for help in the right place.

 

Back to topic. I am having this weird motion blur effect when I play some games.  It's like a saturated motion blur but thing on the edges of objects PCs and  NPCs whenever I move my camera around. I first noticed it heavily on the Skyrim: Special Edition, Cyberpunk 2077 and Sea of Thieves. I have no idea what it is and I don't want to break my PC's software and/or hardware trying to fix it on my own. Even turning of things like motion blur doesn't help.

 

Please help.

I had the Same exact problem in Sea of Thieves. Try going in your monitor settings and changing the response time to fast. If you have it on super fast or extreme the game gets blurry. Let me know if it works for you. Good luck.
