Cyberpunk - poor CPU performance (3700x)

So I'm still waiting for my 3080 (duh) so I'm playing on my 1070 and I was wondering what are the limits of my CPU. Not good lemme tell you. After lowering all settings to minimum, setting the Fidelity FX to 50% and dropping resolution to the lowest possible, with crowd density set to high, in crowded areas I get around 60 fps with drops below 50. GPU is of course chilling, doing nothing, while CPU is literally fighting for it's life. I've done the hex edit fix for AMD CPUs, and also tinkered with config file as suggested here: https://www.reddit.com/r/cyberpunkgame/comments/kccabx/hey_cd_projekt_red_i_think_you_shipped_the_wrong/
I've seen that Steve from Gamers Nexus had average fps of over 100 with this exact CPU. Sadly I don't know how did his benchmark scenario look like, but the only situations I can get 100 FPS is at night, with no NPCs around. Also I was able to hit maximum of 150 during night, in the middle of a desert, looking at the ground. Any suggestions? And what experience do you have playing on a 3700x?

I meant that we don't know what was the in-game scenario. Whether he was driving, walking, during night or day etc. Sure, my GPU is incomparable to the 3080, but as I said I was running on the lowest humanly possible settings with only crowd density set to high, my GPU was being barely used. As to the other components, I run the game off a NVME PCIe 3.0 SSD, and have 16GB of 3200Mhz RAM, so I don't see why wouldn't my hardware be able to pull out similar average FPS as seen in his video.
