Esxi Gpu error 43

Been banging my head against wall all night trying to get a gpu working on esxi 

tried gtx 760 and then i read that NVidia is evil and blocks consumer grade cards from VMs so I tried an rx 470 both get error 43 any ideas or should i just give up now? 

My plan was to use 2 gtx 1070s because I already have a couple kicking around but looks like NVidia is out of the question.  I'm not ready to invest in more amd cards until I have some proof of concept.

any help would be great.

Update: 

tried with r9 390 oem same issue error 43 

the rx 470 has been modified and is generally wonky so thought maybe a different amd gpu might work

but nope! Im thinking I must have something set wrong.

made some changes and now im getting  Video TDR Failure Not sure if this is progress or not

reinstalled the drivers and now i am back to error 43 lol

Digging deeper into the gpu stock 

got a hd 4850 in it now no error 43 but cant get it to display
