Here's my question:

I have a Ryzen 5 2600 overclocked to 4.0 GHZ and a Gigabyte RTX 2070 super gaming.

My Black ops cold war settings are all set to the lowest, Nvidia reflex latency set to "enabled + boosted", no ray tracing and DLSS off (even with DLSS on there's no change in FPS).

No FPS cap.

Newest drivers installed for GPU.

 

Both my GPU and CPU run at around 50-60 Celsius while playing and both hover around 55-60% usage.

Even though I got around 200fps in modern warfare, I somehow end up in the 130-165 fps range in Cold war.

 

With low GPU usage, I'm thinking it could be a CPU bottleneck. But, my CPU is also running at around 50% usage which confuses me. Perhaps it could be bad game optimization since it is pretty new.

Any thoughts?

Well a 2600 would bottle neck a 2070 somewhat in comparison to more powerful processors on the market. Your average lows would be worse for sure. 1080P likes Cpu horse power and frequency in just about all titles, obviously will vary title to title.

 

The Cpu usage is probably by core count using in total 6-8 cores or threads at a given time. Probably 4 for the game engine and 2+ for physics. And most bottle necking will come from the physics more so the game engine, but are hand in hand so take that how you want I suppose.

 

Upgrade? Well a 5000 series AMD would probably be a very considerable performance gain...... meh some 40% or more??

First of all, you say that you are getting 130-165 fps in cold war, wich is perfectly fine. Does the game run correctly, because for me it could be a PSU issue.

The resolution also affects your performance, a 2600 with a 2070 super would be more effective at 1440p as the game become more CPU bound. It could be that your CPU isn't strong enough for your graphics card, but the fact that your CPU is at 50-55 is leaving me sceptical.

The least I could say, if you think your CPU is the bottleneck, maybe you'll have to upgrade.

Ya I'm just bothered with my current FPS because I have a 165hz monitor so I'm not utilizing it's full potential. I might try changing the resolution in the in game settings to 1440p even though many monitor is only 1080, jsut to see if somehow the gpu can be more utilized. But, that'll probably do some janky stuff so I might have to drop $500+ on a new motherboard and CPU :(

The games super bad on the cpu I had a 3700x and a 3070 and i cant play above a locked 85fps. I thought it was a p.c. problem because i notice issues with other games but, its not as bad.. as how it is on CoD. so ive changed every part out except my gpu. I'm now on a 10700k and a new mobo. Still cant play above 85fps. Unless i turn AA to low. In msi afterburner my cores 1-4 are all over the place. My mouse feels like it stutters but only when walking and panning slow like it breaks the engine. The vrm usage is insane too. I tried to go into .infi files and reduce it to 60% i know my cards partially to blame because in most games if i go over 3.5gb of vram the card starts to struggle

10700k with an rtx 3070 should not perform like at all!, something is up. I have a 10400 6c/12t,  Msi ventus x3 OC 3070, 1440p 144hz monitor and with everything on max at 1440p, RT off, I get 140-168fps. My new I9 10850k comes shortly, so it should only increase from there. Something is up with your rig sir.
