Pc booting issues

Hi everyone, I've recently installed a new Samsung 970 Evo plus SSD in my system. I have cloned windows from my old drive to my new drive and I plan to keep my older SSD in the system. I have managed to get the point where it will boot from the new drive but the problem is that when i first turn the pc on all lights come on and the fans start to spin but then suddenly shut on, nothing will happen for around 3 - 4 seconds and then p will turn back on and boot into windows like nothing happened. any advice would be greatly appreciated
