OBS has large performance hit?

Hi, I am trying to use OBS with a bitrate of 6000k 1080p60fps with the nvenc encoder from my 2070 super. However, using RDR2 as an example, I go from 80fps to 50-60 fps from just opening it up. It is running as admin and everything. I thought Nvenc wasnt supposed to have a performance impact? My cpu is not taxed by OBS and i drop no frames in the stream.

13700k, 3070, 32GB@3200
