Games, programs or workloads that it will be used for: Fortnite, Trackmania, Minecraft(Shaders), Game Developing.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): He only needs a monitor apart from the PC, he was upgrading from an old AMD Athlon Laptop. You can get a much cheaper CPU, better for gaming since it's 3rd gen ryzen, faster ram (important for Ryzen), and a much better graphics card

the case and PSU are good choices. Though, the 600 watt rating is a bit overkill and you could absolutely get away with a 500 watt and still have lots of room to upgrade

I would go with the 8gb variant or upgrade to an RX580. Shaders in minecraft are very GPU VRAM intensive so the 4gb would be a very hard limitation.

Alternatively, a used GTX 980 ti to get that nice 6GB or even a used 1070 to get 8GB since there's a little room left in the budget.
