I just pulled out my raspberry pi 3b from storage and formatted an sd card with raspberry pi os. when I put the sd card in, plug in hdmi, and power nothing outputs. I have tried reformatting the sd card but it still didn't boot.  The only light on it is red. I am not very good at linux. can someone help?

What do you mean by this? Did you burn the image to the SD card with Rufus, Etcher, DD, etc?
