Aorus RTX 3090 Underperforming

So Halloween weekend I went to my mates place too install my new 3090 and it all went well playing Watch Dogs legion at 100fps to 120fps at max settings with full ray tracing and DLSS set to quality running on a 4K TV with a HDMI cable and then when I got it home and set everything up and started playing on my 2K Ultrawide with a display cable it's only getting 40fps to 50fps and in not sure if this is a driver glitch or what but in definitely sure it's not supposed to be Underperforming like this and we have checked everything to using old drivers to checking cables and we have givin up does anyone have any suggestions? Also using 32G RAM with a i7-8700k
