Need help on build

i am wondering if this would be a good build as I am new to pc and want to hear from people who have done more with them.

i might switch the 3080 for a 3070 but it depends on how my budget goes.  I also need a monitor suggestion if some one could help me out I would want it under 400 usd

Without knowing how the system will be used and the budget, judging how "good" it is isn't possible. 

80+ ratings certify electrical efficiency. Not quality.

We can't see the list, as above mentioned we don't have permission to see it. For monitor, do you value resolution or refresh rate?
